CBP Updates Copper Import Reporting Requirements Under Section 232

U.S. Customs and Border Protection (CBP) is introducing new reporting requirements for certain copper imports under Section 232 of the Trade Expansion Act. These requirements come from Presidential Proclamation 11021, which requires importers to provide information about where the copper in imported products was smelted and where the final copper articles were cast.

Starting July 30, 2026, importers of certain copper wire and cable products classified under HTSUS subheadings 8544.42.10, 8544.42.20, 8544.42.90, and 8544.49.10 must report the primary country of smelt and the country of cast on the entry summary. Importers may also report a secondary country of smelt if applicable. These requirements apply to imports from all countries except the United States.

If the smelt or cast country information is unavailable, importers may report “OTH” (Other) instead. CBP has also updated the Automated Commercial Environment (ACE) system with new reporting fields and error codes to help enforce these requirements.

Importers should review their reporting procedures and ensure they are prepared to provide accurate copper supply chain information when submitting entries beginning July 30, 2026.
